On September 30, 2018, the Ministry of Industry and Information Technology issued Announcement No. 47 of 2018, stating that model approval will be entrusted by the Ministry of Industry and Information Technology starting from October 15, 2018. On October 11, the Model Approval License Service Guide was finally released, and China Test&Testing will interpret the latest changes for you.

1、 Application process: directly entrusted by the Ministry of Industry and Information Technology to a testing agency for testing

Before the change: After the applicant directly submits the sample testing institution for inspection and obtains the report, they log in to the model approval acceptance website to submit the report and application materials for approval and certification.

After the change: The applicant logs in to the model approval acceptance website and submits a material application. After the formal review and acceptance, the Ministry of Industry and Information Technology entrusts a testing agency to conduct testing and submit a report. The Ministry of Industry and Information Technology approves and issues the certificate after reviewing the application materials and technical results.

However, approved products must be sold domestically and contracts for the import and sales of radio transmission equipment must be submitted in a timely manner in order to be free of charge.

5、 Problems with different models of the same product

For equipment that has already obtained a model approval certificate and applies for different models, a commitment letter stating that the new application model product is identical to the original product (production and quality assurance system, technical indicators, appearance, etc.) can be submitted at the time of application, and a testing report from the own laboratory or third-party laboratory can be submitted. The Radio Administration may waive the need for commissioned testing when accepting and reviewing the application.

Enterprises that are testing but have not submitted a report or have already submitted a report before October 15th still have a transitional period and can apply for acceptance normally. The specific deadline will be released after the implementation of the new regulations

1、 SRRC Overview

According to the Regulations on the Administration of Imported Radio Transmission Equipment and the Regulations on the Administration of Production of Radio Transmission Equipment, in order to strengthen the management of imported and produced radio transmission equipment, all radio transmission equipment exported to the People's Republic of China or produced (including trial production) within the territory of the People's Republic of China, All must hold the "Radio Transmission Equipment Model Approval Certificate" issued after the State Radio Regulation Committee (SRRC) has approved their transmission characteristics. The model approval code must be indicated on the label of the factory equipment.

Radio transmission equipment is defined as various devices that emit radio waves, such as radio communication, navigation, positioning, direction finding, radar, remote control, telemetry, broadcasting, television, and micro power (short range), but does not include industrial, scientific research, medical equipment, electrified transportation systems, high-voltage power lines, and other electrical devices that radiate electromagnetic waves. The current testing institution recognized by the Radio Administration of the Ministry of Information Industry is the State Radio Monitoring Center (SRMC).

The National Radio Monitoring Center is a public institution directly under the Ministry of Information Industry of the People's Republic of China. It mainly undertakes radio monitoring and radio spectrum management, and is the supporting organization for China's radio management. The center consists of 10 departments, 1 national monitoring station, 8 national shortwave/satellite monitoring stations, 1 ultra shortwave monitoring station, and 1 data backup center.

2、 SRRC Basic Process

1. The equipment applying for the "Radio Transmission Equipment Model Approval Certificate" must obtain the "Radio Transmission Equipment Model Approval Inspection Report" issued by the radio transmission equipment emission characteristic testing institution recognized by the Ministry of Industry and Information Technology, and then submit the application materials for the "Radio Transmission Equipment Model Approval Certificate".

2. You need to download the "Application Form for Approval of Radio Transmission Equipment Model" from the "Form Download" section on the homepage of the website for radio transmission equipment model approval; The agency applying unit needs to download the "Authorization Letter for Approval of Radio Transmission Equipment Model" at the same time.

3. The application materials for approval of radio transmission equipment models must be provided in Chinese or English, and materials in other languages must be translated into Chinese or English (the translation unit/department should stamp the official seal).

4. The application materials submitted by the application unit or the agent application unit through postal delivery, which have passed the formal review and entered the approval process; Those who fail the formal review shall be notified to the application unit or agent application unit within five working days. To ensure that the application unit can obtain the model approval certificate in a timely manner, the application unit or agent application unit shall send personnel to improve the application materials.

5. The Radio Administration Bureau of the Ministry of Industry and Information Technology (hereinafter referred to as the Radio Administration Bureau) shall make an administrative licensing decision within 20 working days from the date of accepting the application for model approval. If a decision cannot be made within 20 working days, it may be extended by 10 working days with the approval of the competent person of this authority, and the applicant shall be informed of the reasons for the extension. However, if there are other provisions in laws and regulations, they shall prevail.

6. After obtaining the "Radio Transmission Equipment Model Approval Certificate" and its approval code, the manufacturer shall indicate the radio transmission equipment model approval code (clearly visible during normal installation) on the approved equipment label. If the equipment is too small to indicate its approval code on it, the manufacturer shall include the equipment model approval code in the product manual or user manual.

7. The Radio Administration Bureau uses the media to publish the catalog of radio transmission equipment that has obtained model approval to the public, and organizes relevant units to conduct irregular sampling inspections on radio transmission equipment that has obtained model approval. If the sampling fails, the model approval certificate and approval code will be revoked.

3、 Materials to be submitted for processing SRRC

1. The equipment manufacturer (hereinafter referred to as the applicant) shall submit the "Application Form for Approval of Radio Transmission Equipment Model" (original).

2. Submit a copy of the "Enterprise Legal Person Business License" of the application unit, as well as the production capacity, technical strength, and quality assurance system certificate of the application unit

Copy (if the applicant has not yet obtained a quality system certificate, a detailed introduction of the production capacity, technical strength, and quality assurance system stamped with the applicant's official seal is required).

3. Submit the equipment model technical manual or manual, circuit block diagram or schematic diagram, and user manual declared by the application unit.

4. Submit a set of color photos, which should include:

① Overall view ② Front view. ③ Side view (including emission port, interface and other parts) ④ Back view (including emission port, interface and other parts) ⑤ Internal circuit board view of the tested equipment ⑥ Equipment nameplate (label): The photo should clearly display the application unit (manufacturing unit), equipment model, equipment serial number, and approval code CMIIT ID:, and this label should be consistent with the future import and sales of the equipment; The lower part of the photo appearance should also indicate the structural dimensions of the inspected equipment (if the model approval "Inspection Report" has attached the above photos, there is no need to provide them repeatedly).

5. Imported equipment requires copies of proof documents (inspection reports or certificates) of foreign approval status.

6. If the handling unit is a commissioned agency application unit (including subsidiaries), it is necessary to submit the original power of attorney for the authorized agency application unit to handle the "Approval of Radio Transmission Equipment Model" and a copy of the "Enterprise Legal Person Business License" of the agency application unit.

7. The original version of the "Inspection Report" for model approval of the equipment issued by a testing agency recognized by the Ministry of Industry and Information Technology within six months.

8. The operator of the application unit or agency application unit must submit a copy of the company's employee identity certificate and valid personal identity certificate presented by the equipment application unit or agency application unit (the operator should be consistent with the contact person on the application form).
