Introduction to Certification
In order to improve the energy efficiency of electrical equipment and various industries (residential, commercial, and industrial) products, and to enhance significant economic and environmental benefits, Australia and New Zealand have issued the Greenhouse and Energy Minimum Standards Bill 2012 (GEMS), which came into effect on October 1, 2012. The new GEMS regulations not only cover previous major policies such as mandatory minimum energy performance standards (MEPS), energy efficiency labels (ERLS), and equipment energy efficiency plans (E3), but also expand energy efficiency to reduce greenhouse gas emissions and improve energy efficiency, guiding businesses and consumers to make the best choices from the perspective of the lowest cost of operating throughout the entire product lifecycle.
Starting from October 1, 2012, Australia and New Zealand will use energy efficiency certification GEMS certification to replace the previous Australian energy efficiency MEPS certification. GEMS certification is a mandatory certification, and products under control must have GEMS certification in order to be sold in the market, and the applicant must be a locally registered company in Australia.

Scope of certified products
The products currently under GEMS certification control include:
Compact fluorescent lamps, ultra-low voltage converters, dual ended fluorescent lamps, fluorescent lamp ballasts, incandescent lamps, washing machines, clothes dryers, dishwashers, external power supplies, televisions, digital set-top boxes, electric water heaters, air conditioning and heat pumps, three-phase motors, household refrigeration appliances, refrigeration towers/precision air conditioners, commercial refrigerators, display cabinets, distribution transformers, etc
Certification process
The first is to select products for testing, based on standards consistent with the original MEPS certification. Generally speaking, any test report provided by an ISO 17025 accredited laboratory can be recognized;
The second step is to submit test reports and other materials for GEMS registration. After the materials are reviewed and approved, a GEMS certification certificate will be obtained. The new GEMS regulations mainly have new requirements for registration. Applicants cannot choose a single state for registration, but instead register in the Australian Regulator, with a registration period of 5 years based on product category.
