1、 Introduction to Telec Certification

The Radio Law requires model approval (i.e. technical regulatory compliance certification) for designated radio equipment. TELEC certification is mandatory, and the certification body is a registered certification body recognized by MIC within the designated range of radio equipment. TELEC (Telecom Engineering Center) is the main registered certification agency for compliance certification of radio equipment in Japan.

(1) TELEC Certification Standards

The technical standards for certification can be found in the classification and technical standards of designated radio equipment listed in the technical regulatory compliance certification system on its official website. It is worth noting that when there are differences between these technical standards and the technical requirements of the Radio Regulatory Commission Rules No. 18, the Radio Regulation shall prevail.

(2) Certification type

TELEC certification includes Test Certification and Type Certification. Test certification is validation for each device unit, which is only valid for each validated device unit; Type certification refers to the verification of samples of a batch of equipment designed and manufactured in the same way. This certification is valid for all batches of equipment, but if there are changes in the design or manufacturing of the equipment, the equipment will need to be re certified. It is worth noting that for the use of non low-power wireless power stations and their terminal equipment, it is necessary to apply for a license from MIC. In addition, there are two types of compliance certification for telecommunications terminal equipment: for ordinary telephone devices, JATE certification is only required according to the requirements of the Telecommunications Industry Law; For wireless terminal devices, in addition to JATE certification required by the Telecommunications Industry Law, TELEC certification is also required by the Wireless Electricity Law.

Note: All submitted documents are recommended to be in Japanese, and English documents can also be accepted. The test report can be in the language used by the local testing agency.

IV TELEC certification for WLAN and Bluetooth products

TELEC is a mandatory certification for wireless products in Japan, similar to the domestic SRRC. It follows Japan's radio wave law. The specific test specification is to follow the MIC (Ministry of Internal Affairs and Communications of Japan) Notice No. 88 regulation, see the following link http://www.tele.soumu.go.jp/j/material/test.htm The update and maintenance of test specifications are also carried out by MIC.

The testing items for WiFi and Bluetooth products are basically similar to the European standard EN300 328

The standard used for 2.4GHz WiFi products (802.11b/g, 2412-2472 MHz) and Bluetooth products is MIC Notice No. 88 Annex43. However, for the 14 channels (Channel 14:2471-2497 MHz) of 2.4GHz WiFi products, Annex44 needs to be used separately for testing and reporting.

For 5GHz WiFi products (802.11a, 5180-5320MHz, W52 Band, and W53 Band), the testing standard followed is Annex45. However, it should be noted that MIC will soon modify Annex45 to include 5.6GHz devices (Band W56) in Annex45, and have stricter DFS testing requirements for the Band 56 frequency band.

All the above specifications are traced back to Annex 1, so it is also necessary to pay attention to the content in Annex 1 when referring to the above standards.
