FCC Certification in the United States

1、 Introduction to FCC Certification:

FCC is the abbreviation of the Federal Communications Commission (Federal Communications Commission, www.fcc. gov). FCC certification is a compulsory certification for electronic products to enter the U.S. market. It involves more than 50 states in the United States, Colombia, and regions within the United States.

FCC certification is a mandatory EMC certification in the United States, mainly aimed at electronic appliances with a frequency range of 9KHz-3000GHz. It covers various aspects such as radio and communication, especially radio interference issues in wireless communication equipment and systems, including radio interference limits and measurement methods, as well as certification systems and organizational management systems. Products subject to FCC regulations, such as personal computers, CD players, copiers, radios, fax machines, video game consoles, electronic toys, televisions, and microwave ovens. These products are divided into two categories based on their usage: Class A and Class B. Class A is for commercial or industrial use, and Class B is for household use. The FCC has stricter regulations for Class B products, with lower limits compared to Class A. For most electronic and electrical products, the main standards are FCC Part 15 and FCC Part 18.

2、 The form of FCC certification:

The FCC has three certification modes for different products, namely: Verification Declaration of Conformity (DoC) and Certification. Different certification models require testing laboratories to obtain FCC recognition and have different requirements for application, testing, and declaration.

1. Verification: refers to self verification, in which the manufacturer or importer ensures that their products have undergone necessary testing to confirm compliance with relevant technical standards and retain testing reports. The testing laboratory FCC LISTEE, and all recognized venues are published on the official website. The FCC has the right to request manufacturers to submit equipment samples or product testing data. Devices suitable for self verification include commercial computers, TV and FM receivers, and industrial, scientific, and medical devices used by non mass consumers of FCC Rule Part 18.

2. Declaration of Conformity (DoC): refers to a declaration of conformity, in which the equipment responsible party (usually the manufacturer or importer) tests the product at a qualified testing agency designated by the FCC to ensure that the equipment meets relevant technical standards and retains the testing report. The issuing agency must have authorization from NVLAP/A2LA. The FCC has the right to request the responsible party to submit samples of equipment or test data of products. The equipment applicable to the declaration of conformity includes household computers and peripherals, civilian broadcasting receivers, ultra regenerative receivers, other receivers for FCC Rule Part 15, television interface devices, cable system terminal equipment, and industrial, scientific, and medical equipment used by general consumers of Part 18.

3. Certification, also known as ID certification, is the process by which FCC signs equipment recognition based on application and test data. The FCC reviews the samples (or photos) and testing data submitted by the applicant, and grants the device an FCC ID number if it meets the requirements of FCC rules. The equipment suitable for certification includes low current transmitters such as cordless telephone, remote control of automatic door, radio remote control toys and safety alarm system, equipment that intentionally transmits radio frequency energy in Part 15, industrial, scientific research and medical equipment used by mass consumers in Part 18, automatic frequency conversion receiver and super regenerative receiver, TV interface equipment, and home computers and their peripherals. The responsible party should have FCC ID markings on the equipment.

3、 Main standards of FCC

FCC Part 15 specifies regulations for intentional, unintentional, or instantaneous launch equipment that does not require a personal license during use. It includes technical specifications, administrative requirements, and other market access conditions. The products are mainly divided into four categories: unintentional launch devices, intentional launch devices, personal communication devices without licenses, and basic information devices from countries without licenses.

FCC Part 18 specifies the electromagnetic energy emitted by industrial, scientific, and medical equipment (ISM) operating on a certain spectrum to avoid harmful interference from such equipment to authorized wireless communication services.

4、 The specific steps for clients to apply for FCC certification:

1. The customer submits an application form (our company provides a blank application form);

2. The client signs a commission testing contract with our company;

3. Send samples for testing and prepare electrical schematic diagrams, external/internal photos, oscillator circuit diagram, user manual nameplate identification, working principle instructions, etc. (depending on the product);

4. After passing the inspection, if it is FCC VOC certification, our company will directly issue a certificate of conformity and a report. If it is FCC DOC or ID certification, our company will submit the application materials to the FCC authorized certification agency;

5. After obtaining FCC certification, enterprises can use the FCC logo on their products.

Note: FCC ID certification requires the submission of a list of documents and requirements as follows:

1) FCC Application Form: The applicant's company name, address, contact information, product name and model, and usage standards must be accurate and accurate;

2) FCC authorization letter: must be signed and stamped by the contact person of the applying company and scanned into an electronic file;

3) FCC Confidentiality Letter: A confidentiality letter is an agreement signed between the applicant company and TCB organization to keep product information confidential. It must be signed, stamped, and scanned into an electronic file by the contact person of the applicant company;

4) Block diagram: All crystal oscillators and crystal oscillator frequencies need to be drawn and consistent with the circuit diagram;

5) Circuit diagram: It must be consistent with the crystal oscillator frequency, number of crystal oscillators, and crystal oscillator position in the block diagram;

6) Circuit description: It is required to be in English and clearly describe the functional implementation principles of the product;

7) User manual: FCC warning language is required;

8) Label and label location: The label should have an FCC ID number and a Statement, and the location of the label should be significant;

9) Product interior and exterior photos: The images should be clear and clear, and additional remarks should be added if necessary;

10) Test report: It is required to complete the test and comprehensively evaluate the product according to standard terms;
