GOST certification is an effective quality certification system within the Russian Federation (also known as GOST-R certification). The products produced abroad imported into Russia should meet the national quality standards of Russia, that is, pass GOST certification. What is GOST certification

According to the laws of the former Soviet Union, if a commodity falls within the scope of mandatory certification, it should be certified in accordance with current safety regulations and obtain a Russian national standard certificate of conformity. There are two types of standard qualification certificates: delivery batch certificate and batch production certificate. One is delivery batch certificate, which is only valid for one batch of products for exporters. Due to Russia's lack of recognition of Chinese laboratories, it cannot be issued in China. Batch production certificates are very suitable for Chinese enterprises. Once they pass factory inspections and are valid for three years, products are allowed to be sold in Russia. If the export enterprise does not undergo product certification, it is very inconvenient for the goods to arrive in the other country, and they need to pay customs inspection fees and customs warehouse storage fees, which may exceed the profit of the transaction and take a long time. Moreover, without a certificate, they are not allowed to be listed for sale. For enterprises, obtaining certification certificates from former Soviet Union countries can not only directly go public for sale, but also establish entrusted sales or direct sales in Russia. It can also solve the problem of using certificates in the long term. Once certified, within the three-year validity period, for each batch of products exported, a copy of the certificate can be obtained as a valid proof to ensure export and listing. Thirdly, it is possible to use Russian mandatory certification marks to enhance product value and provide credibility guarantee for enterprises to explore the Russian market.

The significance of GOST certification

The GOST certificate is an essential document for handling customs procedures for exported goods to Russia and for sales in the Russian market. Products without the GOST certificate are not allowed to be sold in the Russian market. Importers attach great importance to obtaining the GOST certificate. However, in reality, it is often the exporter who handles the GOST certification procedures.

For Chinese enterprises, on the one hand, after obtaining the Russian GOST certificate and health certificate, they can establish entrusted sales or direct sales in Russia, and the price will also have a significant advantage; Secondly, it can solve the problem of using certificates in the long term. Once certified, within a three-year validity period, for each batch of products exported, a copy of the certificate can be obtained as a valid proof to ensure export and sales in the Russian market. Thirdly, the GOST certificate is not only a condition for passing through Russian customs, but also helps the company's products open up sales in the Russian market, enhance product value, and provide credibility guarantee for enterprises to explore the Russian market.

Many foreign companies often emphasize that their products have passed the necessary certification procedures when introducing them in Russian mass media or exhibitions, because Russian importers have ample choice and will naturally prioritize certified products. This will enable them to confirm that the product meets the specified safety requirements before signing the contract, and there will be no problems in handling customs procedures and selling the goods. The lack of Russian certification for goods often becomes a major obstacle to signing foreign trade contracts.

Goods that must pass GOST certification

The current commodity certification system implemented in Russia is based on the current labor guarantee law and consumer interest protection law, with the aim of ensuring that goods do not pose a threat to human health and environmental protection. Based on the potential harm that products may cause to consumers, the Russian National Standards Committee determines which products must pass mandatory certification and which can be voluntarily certified.

There are many types of commodities subject to compulsory certification, including food, tobacco, cosmetics, perfume, personal hygiene products, medical devices, drugs, clothing and shoes, household products and appliances, furniture, toys, audio-visual products, telecommunications products, tools, means of transport, gasoline and grease, chemicals, mechanical products, etc.

Comparing these products with the structure of Chinese exports to Russia reveals that most of the products exported by China to Russia fall within the scope of mandatory certification. Therefore, it is necessary for Chinese exporters to understand the Russian certification system.

According to Russian law, if a product falls within the scope of mandatory certification, whether produced in Russia or imported, it should be certified in accordance with current safety regulations and obtain a Russian National Standard Certificate of Conformity (abbreviated as GOST Certificate of Conformity). Products without a GOST certificate cannot be sold on the market, and for many imported products, even customs cannot pass.

GOST Compulsory Certification Product Scope

In 1996 and 1999, the State Customs Commission of the Russian Federation twice released a list of goods that require mandatory certification to enter the customs territory of the Russian Federation, mainly including food, household appliances, electronic products, light industrial products, cosmetics, furniture, toys, ceramics, etc. Compared with the goods exported from China to Russia, it can be seen that most of the products exported from China to Russia are within the scope of compulsory certification. Animal products must also have animal quarantine certificates, and food must also have a hygiene certificate.

On July 1, 2010, Russia cancelled its health certificate and replaced it with the "Registration Certificate" of the Customs Union.

GOST Application Procedure

The Russian importer shall apply for the issuance of duty-free documents for a single import from the Self Administered Commercial Organization Appraisal Alliance (SOEX) of the Russian Federation Chamber of Commerce and Industry with the imported product data.
