RCM (Regulatory Compliance Mark) is a kind of registration mark, which indicates that the supplier declares that the product complies with the safety and other requirements stipulated by the laws/regulations of Electrical safety in Australia and New Zealand, as well as the electromagnetic compatibility requirements stipulated by Australia's Radio Communication Act and New Zealand's Radio Communication Act. The RCM logo can only be used if the product meets the requirements of both Electrical safety regulations and EMC regulations.
The owner of the RCM mark is the federal government. Both the Electrical safety statutory authority and the EMC statutory authority accept the RCM mark as the supplier's declaration of conformity. As long as the supplier is approved to use the RCM logo in any state, the statutory regulatory agencies of other states can accept it, thus achieving a one-time approval of state access.
Suppliers need to apply and register before using the RCM logo. Once registered, the supplier can use the RCM logo on all products that meet the requirements of applicable laws and regulations. If it is found that products using the RCM logo do not meet the legal/regulatory requirements for use, the supplier will be punished in accordance with the provisions of Australian trademark law.

1. Safety (Product Safety Certification):
Product safety certification includes two parts: electrical products are divided into regulated electrical products and non regulated products.
1) Regulatory electrical products are classified according to AS/NZS4417.2, including electric heating equipment, refrigeration equipment, electric tools, components, etc. Three of the certification units, Queensland, New South Wales, and Victoria, are the most active in the certification process. Regulated electrical appliances are mandatory to obtain a Certificate of Approval issued by the monitoring department, and are required to be labeled (with a certificate number). The first letter of the certificate number shows which state or region the certificate was issued from.

2) Non regulated electrical appliances may be sold directly without certification, but manufacturers must ensure that the electrical safety of their products complies with the Australian standard AS/NZS3820:1998 (Essential Safety Requirements for Low Voltage Electrical Equipment); The monitoring department will issue a Certificate of Suitability for products that meet the standard requirements. Electrical products that have obtained a certificate of conformity can be labeled with the certificate number, and the last letter of the certificate shows which state or region issued the certificate,

2. EMC (electromagnetic compatibility)
Australia's electromagnetic compatibility compliance plan was formulated in accordance with the Radio Communications ACT 1992, covering a wide range of products, including electric motor driven and heating electrical products, electric tools and similar products, electric lights and similar equipment, television receivers and audio equipment, information technology products, industrial science and medical equipment, ignition engines and arc welding equipment. This plan categorizes products into three categories based on their level of electromagnetic interference hazard, and the second and third categories of products must be labeled with C-Tick. However, regardless of the product category, it must comply with relevant EMC standards.
